In order to cater to the growing demands for skilled and unskilled Labour, technicians, IT professionals, engineers and doctors in foreign countries especially in Saudi Arabia, Bahrain, UAE, Kuwait, Oman, Qatar etc., it was decided by the Government of Haryana to set up an Overseas Placement Bureau in the Department of Employment. Hon’ble Chief Minister, Haryana announced the launching of Overseas Placement Bureau on 1-July-2006 at Sonepat. This Bureau functions under the eagis of a Society, Haryana Overseas Placement Assistance Society (HOPAS), with its registered office at Panchkula. This Society has been promoted by the Govt. of Haryana with the prime objective of assisting the youth of the State in overseas employment and has been registered under the Societies Registration Act, 1860. The Society has obtained the Certificate of Registration as a Recruiting Agent, under The Emigration Act, 1983, from the Ministry of Overseas Indian Affairs for overseas placements.  For the functioning of this Society, an Overseas Placement Committee with delegated authority of the Government was constituted on 5.10.2005, which is competent to exercise all powers on behalf of the Government in this regard.  The committee approved the constitution of the Society. The services rendered by this Society are freely available at the website www.opbharyana.com and www.haryanajobs.in.

The office of the Overseas Placement Bureau (OPB) has been set up at SCO-6, Sector-5, Panchkula on 17th of January, 2007.
The Society has empanelled Consultants for placing the applicants abroad on work permits for sending applicants abroad for further studies.  The Bureau has placed 39 applicants in the Middle East.  The Bureau conducted Seminars for admissions to various courses abroad. As a result of these seminars 78 applicants have gone to various countries for further studies.

The Bureau conducted seminars at few places in Haryana for creating awareness amongst the general public. Elected representative of various civic bodies were invited to these seminars.

Overseas Placement Bureau organised an Overseas Education Fair at Karnal on 7th & 8th July, 2007. This fair was first of its kind in this region.  Various Universities / Institutions from U.K., Canada,  Australia,  Switzerland, Newzealand, USA , Ireland, Cyprus, Denmark and Malaysia participated in this Fair to give the information about various educational courses being conducted by them and the eligibility for admissions to such courses.  The Banks also gave the information and details of education loans being provided by them to the applicants who desire to go abroad for study purposes. The institutes, which provide English training like IELTS, TOEFL etc.  also participated in the Overseas Education Fair. As on date 9563 applicants have registered themselves with the Bureau for their placement abroad.

Keeping in view a great demand of Indian Nurses abroad, the Overseas Placement Bureau has signed an MOU with the Modi Healthcare Placement (I) Pvt. Ltd., New Delhi. As per this MOU, the Modi EduCare unit of Modi Healthcare Placement (I) Pvt. Ltd. would impart necessary training to the desirous applicants and would place them in the USA. The Modi EduCare shall provide training in General English, IELTS, Computer and NCLEX.

Training Centers have been started at Panchkula, Karnal, Rohtak and Faridabad. From the Panchkula Center 5 Nurses appeared for the NCLEX test and three of them were qualified this test. Their interviews are expected in the end of January, 2009 for their placement in the USA.

A high level team lead by Sh.A.C.Chaudhary, Hon’ble Labour & Employment Minister, Haryana visited Dubai and Cyprus in February, 2008.  In Dubai the team held meetings with the prospective employers for the placement of youth abroad from Haryana. In Cyprus the team visited the KES College, Nicosia, to see the facilities being provided to the students by that college as many students have gone to that college for further/higher studies.


Hopas participated in Jhanki at the occasion of Republic Day (26th January 2014) celebration at Panchkula for the first time & got 3rd position out of 22 participants at district level as well as honored by Honble Health Minister of Haryana Rao Narinder Singh and City Magistrate Panchkula.
